UPDATED MASTERPLAN
Following the Draft Masterplan Open Day in May
2005, a number of revisions have been made to the regeneration proposals
for Knutton and Cross Heath. This resulted from the consultation
carried out during 2005 and the economic appraisal of the Draft
Masterplan. One of the most significant changes is that the proposed
level of clearance has been reduced by a total of 178 properties.
The updated Masterplan for the Knutton and Cross Heath Area of Major
Intervention is shown below. It identifies a number of key project
proposals that will contribute towards the regeneration of the area.
More information about each of the proposals and the timescales
in which they could be achieved can be viewed further down the page.
These proposals were presented to residents at three community events
held on Saturday September 16th at Robertson Drive Sheltered Housing
Scheme, Knutton Recreation Centre and Ramsey Road Community Centre.

KNUTTON
St. Bernards Road
The proposed clearance programme on St. Bernard’s
Road will form part of the Phase 2 delivery plan. The earliest start
date for this will be 2008.
Residents will be kept informed on an ongoing
basis about timescales for the proposed clearance and the support
available for those who may have to relocate.

Knutton Village and the Cotswold Estate
There will be further Masterplanning work in this area
in 2007, to establish detailed proposals for Knutton Village and
the Cotswold Estate. This will be taken forward by the lead developer
and partner agencies.
This is likely to focus on the following areas:
1. Improvements to the housing stock and surrounding
environment in Knutton Village.
2. Exploring the future of the recreation centre site on Knutton
High Street.
3. The development of an extension to the Enterprise
Centre on land within Knutton Village.
4. An assessment of the future use of open space
and the need for environmental improvements and off-street parking
on the Cotswold Estate.

CROSS
HEATH
Cross Heath Study Area
The boundary of the proposed Cross Heath redevelopment
area has been amended, following consultation in 2005 and the results
of the economic appraisal.
There will be further Masterplanning work in this
area during 2007, which will be taken forward by the lead developer
and partners, working closely with residents.
The boundary on the map shows the potential redevelopment
area, final decisions on levels of clearance within the boundary
have not yet been made.
There will be no clearance in this area until
a set of firm proposals has been agreed. At the earliest this will
be 2008.
Residents will be kept informed and involved in
discussions about the future of this area on an ongoing basis.

LOWER MILEHOUSE
Lower Milehouse Estate
The proposal to continue with clearance on the estate forms
part of the 2006-08 regeneration programme for the area.
The proposed clearance area has not changed since
the presentation of the Draft Masterplan in May 2005.
Plans for new development in the cleared part
of the estate will be drawn up by the lead developer, in consultation
with residents, during 2007.

GENERAL
INFORMATION
Sports Village
The Draft Masterplan (May 2005) recommended that “The
Wammy” should be used to provide new sports and leisure facilities
for use by residents across Newcastle Borough.
Knutton, Cross Heath and Lower Milehouse has been
identified as a potentially suitable area for a Sports Village.
There are a number of partner agencies looking at the feasibility
of developing this proposal further and a wide range of organisations
are involved in discussions about the project, including the Football
Association, Newcastle College, the local authorities and local
sports clubs.
A “Sports Village” is a multi-sport
facility which caters for a variety of indoor and outdoor sport
and recreational needs on one site.
The first step is to complete a study to determine
whether the idea could work in the area and to determine the best
location and mix of facilities.
The second step is to seek the commitment of a
number of partners to fund the project.
Depending on the outcome of the feasibility study,
any further work would include a detailed community consultation
and design.
Newcastle Borough Council’s Cabinet will
look at the feasibility study in October and make a decision about
how they want to develop the idea further.
